On 10 June 1981, Eshtehari issued the death sentence to seven members of Hamedan’s Bahai Holy Circle, on charges of collaboration with the former regime, espionage for Israel and propagation of the Baha'i faith. These seven members were Hossein Motlagh, Suhrab Habibi, Soheil Habibi, Hossein Khandel, Tarazallah Khazin, Nasser Vafaie, and Firouz Naimie. They were executed on 14 June 1981. The members of the Baha’i Holy Circle are elected by the members of Bahai community at local, national and international levels, to govern the affairs of the Baha'i community.
