Less than a year after the appointment of Esmail Ahmadi Moghaddam as the chief commander of the police force, in the summer of 2006, the green vans of the police patrol took to the streets of the country to carry out the “hijab and chastity plan” and tried to impose a compulsory hijab by violently arresting, humiliating, and beating women. In the winter of 2007, the NAJA officially implemented this plan in "dealing with women wearing bad hijabs and boots." The implementation of this plan continued in 2010 under the name of "Moral Security Plan".

Esmail Ahmadi Moghaddam, as commander of the police force, played a key role in suppressing peaceful protesters against the 2009 election results, which led to the death of at least 70, as well as torturing and killing detainees at Kahrizak Detention Center. Ahmadi Moghaddam also had a role and responsibility in the attack on the dormitory of the University of Tehran on 15 June 15, 2009 and the severe beating and arresting of students. In the wake of peaceful sit-in at Tehran University campus to protest electoral fraud and repression of peaceful protesters, the plain clothes forces and police attacked Tehran University where a large number of students were injured and five people were killed and many more arrested, tortured and prosecuted.

On 13th April 2011, the EU banned 32 Iranian officials, including Esmail Ahmadi Moghaddam, from entering the EU, for their role in widespread and grave violations of the rights of Iranian citizens. All assets of these officials will also be confiscated in Europe. According to the EU statement, Esmail Ahmadi-Moghaddam, as commander of the police force, has been sanctioned for participating in a "brutal attack on protesters against the result of 2009 election" and a "violent attack on a university dormitory on 15 June, 2009."
The US Treasury Department also placed Esmail Ahmadi Moghaddam on his list of human rights sanctions in November 2011, citing the role of Ahmadi Moghadam in the "attack on the University of Tehran dormitory," "beating and arresting students," and his involvement in the Kahrizak incident. According to this decision, Esmail Ahmadi Moghaddam's potential assets in the United States will be seized and he will be barred from entering the US.
