Seyed Solat Mortazavi, as the Political and Security Deputy Minister of Interior, played a key role in suppressing protesters against the results of the 2009 presidential election. Following the announcement of the results of the tenth Iranian presidential election, and the victory of Mahmoud Ahmadinejad, widespread peaceful protests were held in Iranian cities. The protests were brutally suppressed by the riot police, the IRGC and Basij, killing at least 70 people, injuring thousands and widespread arrests. Some of detainees died in detention centre Kahrizak as result of torture.

On 25 April, 2012, the European Union placed Seyyed Solat Mortazavi Baba Heydari on its human rights sanctions list, for leading the repression of Iranian citizens who have protested for their legal rights, including the right to freedom of expression. According to the decision, Mortazavi will be barred from entering the union, and his assets in Europe will be frozen.
