Mahmoud SalarKia, as Tehran's Deputy Prosecutor for prison affairs, has been responsible for failing to effectively pursue the case of Saeed Zeinali's forced disappearance, as well as for arresting and threatening Akram Niqabi, Saeed Zeinali's mother. Akram Niqabi testified in several interviews that she had spoken to Mahmoud Salarkia about the situation of Saeed Zinali, and that he had commented on the prisoner's condition, calling it a "security case."
Five days after 14 July, 1999, and the clashes in the university dormitory, Saeed Zinali was arrested at home in the presence of his mother and transferred to an unknown location. Mr. Zeinali's family's investigation into his condition and fate has so far been fruitless. Islamic Republic officials deny the arrest of Saeed Zeinali.

On 23 December, 2005, referring to a UN resolution and an EU statement on human rights issues in Iran, Salarkia stated that there was no such thing as torture in prisons and that all the principles of prison guarding were observed in the Iranian prisons. He adde “defendants who have a conviction and a court order are serving their sentences and there is no intimidation or torture at this stage.”

Mahmoud Salarkia, as Tehran's deputy prosecutor for prison affairs, has been responsible for detaining many political and civil activists since the 2009 election, for participating in peaceful rallies. Many of the arrests and detentions carried out under his supervision have been carried out illegally, with violence and ill-treatment, without respect for the right of access to a lawyer, the right to contact the family, the clarity of charges and the length of detention. After the June 2009 presidential election and the formation of street protests, he was responsible for "investigating and responding to" those arrested during the protests, which he called the "leaders of the unrest." Salarkia has also been responsible for censoring and filtering news websites, such as Jomhuri, Nowruz and Entekhab.

On 10 October, 2011, the European Union placed 29 Iranian officials on the human rights sanctions list, including Mahmoud Salarkia, for his role in widespread and gross violations of the rights of Iranian citizens. Under the decision, Salarkia will be barred from entering the union and all his assets will be confiscated in Europe. According to the EU statement, Mahmoud Salarkia is responsible for detaining innocent people, political activists and participants in peaceful rallies.
