Musa Khalilollahi, as the Public and Revolutionary Prosecutor of Tabriz, has been responsible for carrying out death sentences extensively, increasing the use of the death penalty in Tabriz, and applying the inhumane punishment of flogging for people who eat or drink in public during Ramadan, and insisting on the execution of Sakineh Mohammadi Ashtiani.
Sakineh Mohammadi Ashtiani was sentenced in 2006 to ninety-nine lashes for having an illicit relationship, according to a ruling issued by Branch 101 of the Criminal Court of Oskoo (East Azerbaijan). Four months later, the Tabriz Criminal Court sentenced Sakineh Mohammadi Ashtiani to stoning for adultery. The verdict was issued while Sakineh Mohammadi Ashtiani had denied her charge in the last hearing, and the court ordered her to be stoned, relying on "Judge’s knowledge". Following the widespread international protests against the issuance of this sentence, Khalilollahi on 11 December, 2010 called these protests ineffective in the execution of the sentence.

On 18 October 2011, the European Union (EU) placed 29 Iranian officials, including Musa Khalilollahi, on a human rights sanctions list for their role in widespread and gross violations of the rights of Iranian citizens. According to this decision, Khalilollahi will be barred from entering the EU and all his assets in Europe will be confiscated. According to the EU statement, Musa Khalilollahi has been placed on the sanctions list as the prosecutor of Tabriz for his involvement in the case of Sakineh Mohammadi Ashtiani and “he has opposed her release on several occasions and is complicit in grave violations of the right to due process.”
