As the head of Adelabad Prison in Shiraz, he was responsible for violating the rights of prisoners and deliberately placing them in harsh and intolerable conditions.
On August 3, 2017, all political prisoners held in Adelabad Prison in Shiraz were summoned from different wards and transferred to an isolated ward. Since entering the new ward, which is a completely isolated part of the green ward of this prison, they were deprived of their basic rights such as any heating device, access to fresh air, phone calls, ward’s food store and any other facility in this prison. These deprivations, especially the deprivation of blankets and heating devices lasted for at least four months.

As the head of Evin Prison, he was responsible for the systematic torture of Behnam Mahjoubi, a political prisoner, which led to his coma. Behnam Mahjoubi, a Gonabadi dervish from Iran's religious minority belonging to Sufism, was arrested during protests against the detention of several dervishes in 2017. Two years later, Mahjoubi was sentenced to two years in prison. Finally, on June 20, 2020, he was transferred to Evin Prison to serve his sentence.
During his imprisonment, Mahjoubi was repeatedly harassed and tortured by prison officials. Prison officials refused to deliver his medicines, which paralyzed half of his body. Finally, despite Mahjoubi's critical physical condition, the authorities at Evin Prison refused to send him to the hospital, and instead transferred him to Razi Mental Asylum in Aminabad on Sunday, September 27, 2020. "He was taken to a hospital instead under the pretext of being treated for a seizure and a disability of his left hand," and "doctors injected him with unknown medicine without informing him of the treatment process," according to the HRANA human rights news agency.
On November 2, 2020, Mahjoubi was once again transferred to Aminabad Asylum while on a hunger strike. Mahjoubi describes his torture by prison officials and staff at Razi Aminabad Asylum on November 4, 2020 in an audio file from Evin Prison. Mahjoubi refers to the deliberate placement of dangerous patients in his vicinity, which has led to an attack on Mahjoubi and damage to his eardrum. "I am convinced that they are going to kill me," he said bluntly in the audio file.
Finally, on February 13, 2021, with Mahjoubi's deteriorating condition, he was transferred to Evin Prison Medical Center, but the prison authorities continued to refuse to transfer him to the hospital, and instead gave him drugs that led to his loss of consciousness. Finally, at the insistence of Mahjoubi's cellmates, he was taken to the hospital while he was in a coma. On February 16, 2021, Mahjoubi died in hospital.

Hamid Mohammadi, as the head of Evin Prison, has a direct responsibility for torturing and systematically violating the rights of prisoners and deliberately subjecting them to harassment, ill-treatment and detention in harsh, humiliating and intolerable conditions.
In August 2021, a hacker group called Edaalat-e-Ali hacked into the computers and CCTV cameras of Evin Prison and released images and videos, as well as numerous documents. These documents clearly showed that beatings, torture, harassment and humiliation of prisoners and the brutal violence of Evin prison officials are common practice that the prison authorities are fully aware of. The released videos show numerous images of brutal beatings of prisoners, the dire condition of cells, the constant humiliation and harassment of prisoners, as well as the mistreatment of ill prisoners and the total disregard for their plight.
