Alam al-Hoda, as the Friday prayer leader of Mashhad, and the representative of the Supreme Leader in the Khorasan Razavi province, has played a key role in violating the right to freedom of expression, by requesting that no permission be issued for music concerts and cultural programs to be held in the city of Mashhad. During the Friday prayers sermon on 12 August, 2016, he warned against holding any music concert in Mashhad, and asked the officials of the Ministry of Guidance to stop issuing permissions for music concerts, comedy movies, and other art programs in Mashhad.
Following Alam al-Huda’s remarks, the Minister of Culture and Islamic Guidance announced that a permit would no longer be issued for holding a music concert in Mashhad.

Alam al-Huda, as the Friday Imam of Mashhad, and representative of the Supreme Leader in the Khorasan Razavi province, has played a role in violating the rights of Iranian women. He has made repeated statements inciting violence against women, including calling on the police force to suppress and punish women who do not observe the Islamic hijab, inviting citizens to confront women with bad hijab, and the demand for gender segregation in universities.
