Mohammad Karami

Mohammad Karami, as Commander of IRGC ground forces of Quds Headquarters in South East Iran, is responsible for the use of lethal weapons against unarmed fuel couriers (AKA Sookhtbars) by the forces under his command that led to the death at least 10 fuel courier in Saravan including minors on 22 February 2021. These fuel couriers were killed by forces under Karami’s command while they were peacefully protesting after a two-day stand-off triggered by Karami’s forces blocking the road to the city of Saravan.

Mohmmad Karami, not only failed to investigate into the role of his forces in the killing of fuel couriers, he also denied the shooting and killing of the fuel couriers by his forces and accused the protesters of being directed by the “foreign forces” and “anti-revolutionary groups”.

Rupert Colville, spokesperson for the UN High Commissioner for Human Rights, called these atrocities a part of “the systematic intentional use of lethal force by Iranian border officials, especially against border couriers from the Kurdish and Baluch minorities.”

According to Amnesty International, “The Revolutionary Guards of the Islamic Republic of Iran have illegally used deadly force against a group of unarmed fuel couriers near the city of Saravan in Sistan and Baluchestan province on February 22, thus grossly violated the principle of "prohibition on arbitrary deprivation of the right to life" protected by the international law.”
