Alireza Babaee Farsani

Alireza Babaei Farsani, as the head of Prisons Organization in Sistan and Baluchestan province, has been responsible for systematically violating the rights of prisoners in this province through torture, persecution, and deliberate obstruction of access to health facilities and medical services. Mehrullah Rigi, a political prisoner arrested and sentenced to death at the age of 17 wrote in a letter to the UN High Commissioner for Human Rights and Special Rapporteur on the role of Alireza Babaei in his persecution in prison:

"On Friday, June 26, 2012, when all the prisoners were asleep, the riot guards came into Ward 5 and beat all the prisoners with batons and took some of them to quarantine. They beat the prisoners in such a way that some of them fainted and some of them had broken their heads. After this incident, we, who were in the youth ward, did not know at all about this until on Friday morning we were taken out of the rooms under the pretext of counting the prisoners, and it took almost 4 hours. Me and Mohammad Saber Raisi and Ali Pejgol, we were sitting together when the former head of prison Saeed Rahmati and the current warden Mohammad Hossein Khosravi came on the roof and pointed at us, but we did not noticed then that they were pointing at us, and after a few minutes we saw that the door was opened and masked men came in with batons and called out my name, Mohammad Saber Malek Raisi and Ali Pejgol, and we went to see what they want from us. As soon as we reached them, they grabbed Mohammad Saber and punched and kicked him and tied his hands. […] They fired 3 bullets at us, and several tear gas canisters were fired at all the prisoners.

At this moment, the head of Prisons Organisation in Sistan and Baluchestan province, Alireza Babaei, was watching us from the roof while they were shooting at us. "I told them not to shoot. Why do you shoot? What have we done? They did not pay any attention to what we said."

Mehrullah Rigi was executed in Zahedan Prison on November 25, 2013, while he was a minor.

Alireza Babaei Farsani, as the head of the  Prisons Organization in Sistan and Baluchestan province, has been responsible for systematically violating the rights of prisoners in this province through persecution, deliberate obstruction of access to health facilities and medical services.

According to political prisoners in Sistan and Baluchestan Province, Babaei and other prison officials in this Province use barriers to access medical services as a means of harassing and torturing prisoners.

May 10, 2015 "Iraj Mohammadi", a political prisoner in Zahedan prison, referred to the prison health centre due to a severe tooth infection and asked for treatment. The treatment of this political prisoner was obstructed by the prison authorities. After 1 day due to lack of treatment and medical care, the prisoner's face became swollen as a result of a severe infection and his right eye lost its sight. Despite several days of illness and its severity, the political prisoner was still prevented from being treated and transferred to the hospital.
