As Tehran's Public and Revolutionary Prosecutor, Dolatabadi was instrumental in the widespread detention of political activists, and protesters against the results of the 2009 presidential election. Prisoners were tortured to obtain forced confessions, followed by the issuance of harsh sentences.
Following the announcement of the results of the tenth Iranian presidential election and the victory of Mahmoud Ahmadinejad, widespread protests were held in Iranian cities. The protests were brutally suppressed by the riot police, the IRGC and Basij, killing at least 70 people, injuring thousands and widespread arrests, which led to the death of several detainees under toture.

The nationwide protests of 2017-2018, known as the protests of December 2017, were widespread demonstrations in protest of inflation and corruption, which began on 28 Dec 2017 in Mashhad and several cities in Khorasan province and quickly spread throughout Iran, including harsher anti-government slogans. .The crackdown on protesters led to the deaths of at least 25 protesters and detainees.

By refusing to fulfil his legal responsibility as a prosecutor to investigate the death of Mohammad Raji in prison due to his injuries, he was responsible for violating this prisoner's rights.
Mohammad Raji, a Gonabadi dervishes, was arrested by police on March 22, 2017 during a dervishes' demonstration on Pasdaran Street in Tehran. On Sunday, March 4, Shahpour Intelligence officers in Tehran first told Mohammad Raji's family that he was in a coma; But a few hours later, his family was informed of his death by telephone. Gonabadi dervishes are a religious minority in Iran belonging to Sufism.

According to this decision, Dolatabadi's assets in US soil or under the control of American companies and banks have been blocked and he has been banned from entering the United States.
On April 12, 2011, the European Union placed Jafari Dolatabadi on its list of human rights sanctions for his role in heavy sentences and the issuance of death sentences to protesters during the 2009 protests. According to this decision, Dolatabadi's assets in the European Union have been frozen and he has been banned from entering the EU.
