- As the Minister of Interior and the head of the National Security Council, Fazli is responsible for issuing an overall order to the police and other armed forces to use lethal and non-lethal weapons during the November 2019 protests, causing hundreds of unarmed protesters’ and other civilians’ deaths and injuring thousands in at least 32 cities. He is also responsible for ordering the internet shutdown during the November protests.

On May 20, 2016, the US Treasury Department placed Rahmani Fazli on its list of human rights sanctions for his role in the brutal killing and suppression of protesters during the November 2019 protests. According to this decision, Fazli's possible assets in the United States or in the control of American companies and banks have been frozen and he has been banned from entering the United States.
