As the former Public and Revolutionary Prosecutor of Urmia, Mostafa Habibi is responsible for implementing death sentences of citizens without due legal process and in breach of human rights regulations. This included the killing of Muhyiddin Ebrahimi, a Kurdish political prisoner.
Muhyiddin Ebrahimi was executed on charges of baghy (armed rebellion) on March 17, 2023. He was, for a long time, tortured so a confession could be extracted from him about carrying arms and being a member of the Kurdistan Democratic Party. Muhyiddin Ebrahimi repeatedly denied these accusations.
