      Description
      Javad Taghavi as the Police Commander of Ardabil and the memeber of  province's security council, was responsible for the mass arrest of protesters and issuing orders to use lethal weapons against the protesters during the 2022- 2023 protests in the cities of this province, which resulted in the death of at least 2 protesters.

      The 2022-23 protests began following the death of Mahsa (Gina) Amini on September 13, 2022, in the detention of the morality police of the Islamic Republic. These protests quickly spread across the country and are remembered as the largest revolutionary uprising against the government since the establishment of the Islamic Republic.

       

      The Iranian government responded to these protests with deadly violence. According to human rights organizations, the security forces of the Islamic Republic have killed at least 551 people, with a minimum of 68 of them being children.

      Description
      As the commander of the police force of Ardabil province, Javad Taghavi is responsible for planning and implementing strict police policies against unveiled women. He also plays a role in denying unveiled women from social services. In the notice of Ardabil police force about hijab and chastity, it is stated that according to its duty, it will deal with the violators of hijab and chastity legally, and it has asked women to adjust their clothing within the framework of the compulsory hijab law. Also, in his speech, Javad Tagvi emphasized the necessity of cooperation of service providers in the implementation of the Chastity and Hijab project, and said that the provision of social services to women depends on the observance of chastity and hijab.
