      Description
      Seyed Mojtaba Mostafavi, in his capacity as the founder of Ravin Academy, is responsible for censorship, surveillance, and malicious cyber activities against protesters and opponents of the Islamic Republic. This academy assisted the intelligence and security institutions of the Islamic Republic in identifying the identities of protesters and suppressing them during the 2022-2023 protests.   Ravin Academy was established in Bahman 1398. This institution is an educational institute specializing in cyber security and hacker training, assisting the Ministry of Intelligence in providing training and recruiting personnel. Hackers trained at Ravin Academy have directly participated in disrupting the communications of individuals who are active against the Islamic Republic. The 2022-23 protests began following the death of Mahsa (Gina) Amini on September 13, 2022, in the detention of the morality police of the Islamic Republic. These protests quickly spread across the country and are remembered as the largest revolutionary uprising against the government since the establishment of the Islamic Republic. The Iranian government responded to these protests with deadly violence. According to human rights organizations, the security forces of the Islamic Republic have killed at least 551 people, with a minimum of 68 of them being children.

On March 21, 2023, the European Union listed Seyyed Mojtaba Mostafavi due to serious human rights violations through the establishment of Ravin Academy, which trains individuals in the field of cyber security and hacking, and recruits from among these trainees for the Ministry of Intelligence. Under these sanctions, any assets of this individual in European Union countries will be frozen, and he will be prohibited from entering the European Union.
