On October 26, 2022, the U.S. Department of the Treasury placed Seyyed Heshmatollah Hayat-Al-Ghaib on its sanctions list due to severe human rights violations. The statement noted that, as the Director-General of Tehran Province Prisons, Hayat-Al-Ghaib oversees Evin, Fashafouyeh, and other notorious prisons in the province, and during his tenure, he has repeatedly ignored prisoners' concerns about the poor conditions in these facilities. Under his supervision, Tehran’s prisons continue to be known for their brutality and mistreatment of prisoners. Under this sanction, all of Hayat-Al-Ghaib’s assets and interests in the United States will be frozen, and transactions with him by U.S. citizens and individuals within the United States are prohibited.
